The "7 Families" or just "The Families" are a criminal organisation. Legal forces have known about their presence for a while however planetary law enforcement's have been unable to make arrests or shut down their facilities due to lack of evidence.

The "7 Families" or just "The Families" are formed of 7 races called "Houses" each headed by a Father or Mother figure which leads them.
For the Organisation, each leader of the 7 races has an automatic seat at the Council which selects a Chairperson to lead the council for a period of 1 year at random, those who served as Chairperson is expected to abdicate leadership of their house after leading the council.

The incumbent chairperson is Orlatt of House Bolia as of 2384.
History
The Families are believed by Starfleet Intelligence to have formed in 2293 in relation to the Khitomer Accords by 7 criminal gangs on 7 home worlds to individual races within the federation to profit from the illegal trades the accords brought to law.
However the first contact would be recorded in 2300 when the Starfleet Intelligence Office on Vulcan uncovered their network of selling hand-held weapons, they arrested Joshua Guinness who supplied information about the Families and its political structure however no charges stuck to him and he was found not guilty.
