The Federation Oversight Committee on Sentient Rights is one of the largest diplomatic and socio-political arms of the United Federation of Planets. The "FOC" is charged with assisting local Federation member and Federation colony governments in maintaining the minimum requirements of sentient rights and fair governance to remain in the Federation. Their role is as Watchdog and Whistleblower but Oversight does have some power to intervene on an individual or group's behalf if they see rights abuses taking place. Because the Federation does not have a "Federation Police Force"- law enforcement of a world is left to the individual governments- Oversight has liaison departments on all Federation planets to work with those forces.
