The Outer Wolds Commonwealth was formed by a rouge group of Colony Governors who believed the Federation sought reform due to the Human Centric nature it had become. After vast reform polices tabled to the Federation Council that were rejected, various outer world colonies separated from the Federation in 2313, forming the Outer Worlds Commonwealth.
