The deck layout of Starbase 417 is divided into individual sections, each identified by a specific colour and representing a different module of the starbase.
Grey Sector
Decks: 1-24, Towers
Grey Sector, also known as the administration module, is the first module of the starbase. This sector is home to the base's command and operations centers, including the operations headquarters of Starfleet's 10th Fleet, the 17th Marine Regiment (the "Vikings") and the 31st Air Group (the "Valkyries"). It also includes the majority of the Starfleet administration offices and base's diplomatic facilities, as well as its communication arrays.
The module is divided into a lower section (situated underneath the towers and connecting to the drydock module), extending downward from Deck 1 to 24, and an upper section comprising the towers and communications arrays. Each of the towers has a separate number of levels is not included when counting the starbase's total number of decks.
