Redpills V. Freeborn

The demographic divide of Zion is defined by the distinction between the Freeborn, who make up over 98% of the population, and the Redpills, a vital minority of fewer than 5,000 citizens rescued from the Matrix. While the Freeborn provide the generational stability and labor required to maintain the city, the Redpills are the only humans possessing the cybernetic ports necessary to interface with the Matrix or the Zion Mainframe. This biological exclusivity makes them an indispensable strategic asset; consequently, the crews of the hovercraft fleet are composed almost entirely of Redpills. This creates a unique social dynamic where a tiny fraction of the population bears the near-exclusive burden of fighting the war within the simulation.

The Financial System

The Financial System of Zion is built upon a digital currency known as the Watt, which is meticulously managed by the Ministry of Finance to ensure the city's long-term economic equilibrium. Operating under a mandate to maintain a stable middle-class standard of living for all 250,000 citizens, the Ministry focuses on fiscal and monetary policies that keep inflation flat and regulate government expenditure. Because unemployment is virtually nonexistent in a society where every hand is needed for survival, the Watt serves less as a tool for wealth accumulation and more as a medium for fair exchange based on labor. The economy is uniquely streamlined: with no banking sector or culture of debt, and with essential housing, water, utilities, and education provided free of charge by the government, citizens primarily utilize their Watts for food, clothing, personal necessities, rare luxury items, and specialized services. This system effectively eliminates the divide between rich and poor, transforming the Ministry’s role into a stable, continuous balancing act that prioritizes communal stability over individual profit.

Life in Zion

Life within the City of Zion is defined by a rhythmic service-based culture where the trajectory of a human life follows a clear, communal cycle: the very young learn, the young do, the adults lead, and the elders teach. This social fabric is woven through large communal dwellings where extended families live together, though marriage often prompts a transition to the upper floors of the Living Levels. As these young couples grow their families, they migrate downward into larger units, creating a vertical journey that mirrors their increasing stake in the city’s future. While parents work in the ministries or the Docks, children are cared for by elder relatives until they begin Primary School at age six. These children enjoy significant autonomy, roaming the safe corridors of the residential levels unattended, though they are guided by an informal village system where any adult is expected to correct misconduct.

The transition to adulthood begins at age 15, when students move their studies to the Secondary Schools in the Galleria. Upon graduation, citizens enter the workforce through a government ministry, the military, or private civilian institutions. Whether a citizen is pursuing higher education at Zion University, learning a trade in a technician’s shop, or performing essential manual labor in the Mechanical Levels, all work is compensated in Watts. These digital credits allow citizens to personalize their lives — purchasing food seasoned to their specific tastes from Galleria vendors or participating in a bustling service economy that prizes connection over material wealth. It is entirely common to spend surplus Watts on dance classes or at local bars, fostering a culture where passion and physical expression are vital psychological outlets.

The spiritual and social heartbeat of the city culminates in the Temple gatherings, where intense, unifying events serve as a release for the collective pressure of living under siege. While the occasional Cave Raves provide excitement for the young, more mature ceremonies offer a space for reflection on the values of civility, kindness, and strength. For Redpills, the transition from the sterile, simulated comfort of the Matrix to the rough reality of Zion — characterized by coarse clothing, strange food, and recycled air — can be a jarring struggle. However, the community is notoriously welcoming, as the people of Zion understand that their survival depends not just on the machinery of the Mainframe, but on the love and shared identity that transform a cold subterranean cave into the last true home of the human race.

Though Zion is a deeply in-person culture, communication can also take place via text-based handheld devices called palm-pads that are plugged into the Zion Mainframe. They can text one another on them and even manage their finances with an online Watt management application. These only work within the confines of Zion. Outside the city, communication is only possible through low-frequency radio channels.

The Supreme Council

The Supreme Council serves as the ultimate sovereign authority of Zion, acting as a deliberative body of 12 elders who provide the city’s long-term moral and strategic ballast. To ensure continuity and prevent sudden radical shifts in policy, the Councilors are elected to 10-year terms that are staggered every two years, meaning the wisdom of the body is constantly refreshed without losing its historical memory. The minimum age for election to the Supreme Council of Zion is 60 years old. This body holds the exclusive power to craft the laws that govern the city, and it functions as the ultimate gatekeeper of leadership by appointing the First Minister and the Commander of Zion’s Defense Force, while also maintaining the power to confirm or reject their subsequent cabinet and departmental appointments.

At the center of this legislative engine is the Speaker of the Council, a councillor selected by their peers to serve as the chairperson and representative of the body. While the Speaker is technically a first among equals, they are responsible for presiding over all meetings, setting the legislative agenda, and ensuring that the Council's various mandates are executed by the civilian and military branches. Beyond these procedural duties, the Speaker functions as the unofficial head of state, representing the unified will of humanity and acting as the primary voice of Zion when addressing the citizens of the last human city.

The Supreme Council also functions as the effective judiciary of Zion. Each of them act as magistrates with jurisdictions assigned by the Council itself. Civil and criminal disputes are brought to the most appropriate councillor by the Security Force or private citizens and councillors hand out judgements. Their rulings can be appealed, in which case two other councillors in their appeal group will join the original councilor in reevaluating the case together. Any further appeals, though rare, may be judged by the Supreme Council itself, at the Council’s discretion, and its rulings are final.

Zion Defense Force

The Zion Defense Force serves as the city’s specialized military arm, operating as a meritocratic hierarchy dedicated to the survival of humanity against the Machine threat. At the helm of this force is the Commander, a veteran former captain appointed by the Supreme Council to a five-year renewable contract to oversee all fleet operations and tactical defense. The fleet itself is categorized by scale and utility, led by the three large hovercraft which function as the heavy-duty powerhouses of Zion. These are supported by a wing of mid-sized hovercraft as well as a nimble fleet of small hovercraft which are often utilized for rapid scouting and specialized insertions.

The logistical heart of the military resides in The Docks, a high-activity zone spanning the first five levels of the city. This area is governed by the Dockmaster, who coordinates the complex ballet of ship launches, recharges, and maintenance alongside the Entry Commander and stationed soldiers. Beyond mere hardware management, the Docks serve as home for the War College, led by a Commandant, where the city’s military recruits transition from secondary schools into the rigorous world of flight, combat, and infiltration.

Cabinet & Administration

The Cabinet serves as the executive engine of Zion, responsible for the day-to-day operation and physical survival of the city’s 130 levels. Led by the First Minister, who acts as the city’s head of government, this body translates the Supreme Council’s broad strategic laws into concrete logistical actions. The First Minister manages a specialized team of eight department heads, including the Finance Minister, who oversees the allocation of Service Credits and resources, and the Systems Minister, the technical guardian of the Zion Mainframe. Together, they ensure that the city’s internal infrastructure remains invisible yet invincible, its laws are enforced, and its public services are efficiently administered. This cabinet structure ensures that while the Supreme Council deliberates on the future, the Ministers are focused on the immediate, mechanical present.

Office of the First Minister

The Office of the First Minister serves as the vital nerve center of Zion’s executive branch, operating under the direction of the Chief of Staff. This office acts as the primary support system for the First Minister, ensuring that the sprawling complexities of the 130 levels of Zion are synthesized into actionable data. Its core functions include coordinating the interdepartmental work of the Cabinet and producing the high-level reports required by the Supreme Council to monitor the city’s status. By managing the flow of information between the "Doers" in the ministries and the "Thinkers" on the Council, this office ensures that the administrative machinery remains synchronized and efficient.

Ministry of Finance

Responsible for the economic stability of the human race, the Ministry of Finance manages the financial system that facilitates trade and labor throughout the city. The Finance Minister is supported by two deputy ministers and a specialized core of digital financial officers who utilize advanced encryption to secure the city’s ledgers. Their primary task is the creation of comprehensive annual budgets, which must undergo rigorous review and approval by the Supreme Council. To maintain the integrity of Zion’s economy, the ministry actively recruits from the Digital Security sector and high-achieving University Graduates, blending technical expertise with fiscal strategy.

Zion Mainframe

The Zion Mainframe is the ultra-secure technological backbone of humanity, staffed by three deputy systems ministers and a massive elite team of programmers and security experts. As the safeguard against Machine intrusion, the Mainframe enables every facet of subterranean life, from life support to encrypted communications. The Systems Minister holds a unique position of power that intersects with military, security, and resource allocation, making them one of the most critical officials for Zion's survival. Furthermore, the minister appoints the President of the Digital Security School, an institution that frequently collaborates with the War College to ensure that both the city’s data and its physical borders are equally defended.

Ministry of Security

Functioning as the civil policing arm of the administration, the Ministry of Security is dedicated to maintaining internal order and public safety. The Minister and two Deputy Ministers of Security lead the Zion Security Force, a body of public safety officers who patrol major zones and provide rapid response to emergencies. Reflecting Zion’s communal values, the force prioritizes de-escalation, utilizing batons, cuffs, and tasers rather than deadly weaponry to protect the 250,000 citizens. The Ministry maintains an independent, accelerated training program to ensure officers are prepared for the unique challenges of a high-density subterranean environment.

Ministry of Infrastructure

The Ministry of Infrastructure serves as the massive logistical bridge between the Mechanical Levels and the residential city above, overseeing food production, water purification, waste management, air recycling, and housing. As the largest department by manpower, the Minister relies on four deputies to manage the staggering scale of the city’s physical needs. In addition to maintaining the 80 Living Levels and the Galleria, the Minister is responsible for appointing the President of the Engineering School, ensuring that a steady stream of qualified technicians is always available to repair the life-sustaining systems that keep the cave habitable.

Ministry of Energy

Dedicated to the heartbeat of the city, the Ministry of Energy manages the geothermal power harnessed from the earth’s core. The Minister, assisted by two deputies, oversees a specialized workforce of engineers and mechanics who maintain the massive turbines and power grids that light the 130 levels. Because the failure of the power grid would mean the immediate end of Zion, the ministry maintains a strict recruitment pipeline from the Engineering School, ensuring that every technician is an expert in the high-pressure systems required to tap into the planet's heat.

Ministry of Health

The Ministry of Health oversees a comprehensive medical network designed to maintain the biological fitness of the human population. Supported by two deputy ministers, the Minister appoints the heads of all medical facilities and the President of the Medical School, which trains the city’s doctors, nurses, and military medics. The infrastructure is strategically distributed: four hospital suites in the Galleria provide 500 total beds for major procedures, while ten clinics in the Living Levels offer 80 beds for local care, and a 20-bed Infirmary in the Docks stands ready to treat returning military personnel.

Ministry of Education

As the second largest ministry in Zion, the Ministry of Education is responsible for the intellectual development of 51,000 students across the city. Assisted by four deputy ministers, the Minister oversees the Headmasters of 58 Primary Schools, maintaining class sizes of around 20 children, and 20 Secondary Schools for 16,000 older students. Beyond basic schooling, the Minister appoints the President of Zion University, the city’s highest institution of learning which trains its philosophers, business leaders, educators, historians, and artists. This massive educational funnel is designed to identify and cultivate the specific talents of every child, preparing them for their eventual roles in the ministries, the military, or a trade.

Ministry of Culture

Though smaller in staff, the Ministry of Culture is the essential department that keeps people human amidst the cold steel of the caves. Assisted by a single deputy and a small staff, the Minister manages the public holiday calendar and plans the major events that foster communal connections. By staffing the libraries, museums, and culture databases in the Galleria, this ministry preserves the history of the surface and provides the philosophical meaning behind the struggle for survival. It is the Ministry of Culture that ensures the citizens don’t just see themselves as a group of survivors, but as a thriving and unified society with a shared identity.

City Layout

Movement between the 130 levels of Zion is facilitated by a network of high-capacity industrial lifts strategically positioned throughout the city’s various zones. These massive elevators are designed for efficiency and scale, each capable of transporting up to 50 adults simultaneously to accommodate the heavy pedestrian flow of a population of 250,000. Navigating the full verticality of the city is a multi-stage process; for example, a journey from the Upper Floors of the Living Levels down to the Temple requires transferring between at least three different lift systems. Under moderate traffic conditions, this commute takes approximately 20 minutes, serving as a daily reminder of the sheer physical scale and engineering complexity required to keep the last human city connected. There are emergency express elevators designed for use by military personnel, security officers, and senior government officials.

The Docks - 5 Levels

The Docks act as the high-intensity defensive shield and logistical gateway of Zion, spanning 5 levels positioned laterally to the lower floors of the Galleria. This zone is dominated by the Military HQ, which serves as the tactical brain of the Zion Defense Force; it houses the secondary office of the Commander and a suite of meeting rooms where Ship Captains and senior personnel coordinate fleet movements and surface reconnaissance. Because the Docks are the only point of entry into the city's hidden sanctuary, they represent the most heavily guarded and weaponized installation in the 130-level city.

Integral to the safety of the city is Entry Command, a specialized "white room" where the Entry Commander and their staff remain jacked-in to the Zion Mainframe to monitor the external gates and sensor arrays. The Docks also house the War College, the elite training ground where the next generation of pilots, operators, and soldiers transition from the classroom to hovercraft. To ensure that the health of the fleet is maintained despite the toll of combat, the Docks also features a dedicated Infirmary—a 20-bed medical wing specifically designed for the rapid stabilization and care of crews returning from the Matrix or the surface.

The Administrative Zone - 10 Levels

The Administrative Zone serves as the command-and-control center of Zion, spanning 10 dedicated levels situated between the industrial Docks and the Galleria. This zone houses the high-ceilinged meeting chambers and private offices of the Supreme Council, where the city’s twelve elder leaders deliberate on the future of the human race. To manage the immense legislative workload, each Councillor is supported by a specialized team consisting of a Senior   and two additional staff members, while the Speaker of the Council maintains a larger executive team of five aides to oversee the body’s broader cultural and procedural duties.

Beyond the Council Levels, the Administrative Zone functions as the primary headquarters for the Cabinet and the sprawling bureaucracy of the city’s various ministries. These levels contain the collaborative meeting rooms and offices where the First Minister and the department heads translate Council laws into the daily logistics of survival. By centralizing the leadership of the Zion Defense Force, the Zion Mainframe experts, and the civilian administrators in one secure vertical section, the zone ensures that the citizens of Zion are governed by a highly coordinated and responsive elite.

The Galleria - 24 Levels

The Galleria functions as Zion's vibrant metropolitan hub, spanning 24 levels of open-plan architecture designed to mimic the expansive feel of a pre-war mall complex. At its heart lies a massive, multi-story atrium that stretches upward toward the Administrative Zone and Docks, flooding the lower communal areas with light and a sense of scale. The ground floor serves as the communal market area, a bustling center of trade where the citizens of Zion gather to exchange goods and services, fostering the social bonds that hold the city together.

As the city’s primary center for specialized services and higher infrastructure, the Galleria houses the four main hospitals, providing advanced medical care for the entire population. It also serves as the intellectual cornerstone of Zion, containing 20 Secondary Schools and the city’s elite institutions of higher learning: Zion University, the Digital Security School, the Medical School, and the Engineering School. Between the classrooms and the various retail shops, the Galleria acts as the primary social bridge where the governance of the Administrative Zone and the life of the residential levels meet in a single, unified civic space.

The Living Levels - 80 Levels

The Living Levels span a massive 80-level section, serving as the residential and social heart for Zion's 250,000 citizens. The levels are open to the center in a massive atrium with a communal area on the “ground floor”. This domestic zone is organized by a strict "density-to-depth" logic, where the size of a household determines its vertical placement. The Upper Floors are dedicated to the smallest units, primarily housing married couples without children or the rare individual in single-bedroom dwellings, alongside two-bedroom units for smaller families or groups of four unmarried adults. As the population density of a household increases, they move deeper into the city; the Middle Floors accommodate larger family units of at least four children or six adults in three-bedroom configurations.

The Lower Floors represent the most vibrant and crowded sections of the residential zone, featuring expansive multi-bedroom dwellings designed for the city's signature large families. Integrated directly into these lower tiers are the Primary Schools, which manage the daily education and safety of school-aged children under the age of 15. To ensure the health of this massive population without requiring a trip to the main hospitals in the Galleria for minor ailments, the Living Levels are dotted with ten small clinics that provide immediate medical care and wellness checks, maintaining the city's biological stability right where the people sleep and play.

The Mechanical Levels - 15 Levels

The Mechanical Levels represent the massive, 15-level industrial foundation of Zion, functioning as the city's life-support system. This zone is the primary domain of the Ministry of Energy and the Ministry of Infrastructure, housing the on-site offices for the specialized personnel who monitor the city's vitals. At its deepest points, the Geothermal Generators tap into the heat of the earth's core to provide the constant flow of power required for the 130 levels above. This energy is funneled into the massive Air Scrubbers and Water Purification plants, which cycle the city's atmosphere and reservoir systems to ensure the citizens of Zion can breathe and drink in a closed-loop environment.

Efficiency is the governing principle of these lower tiers, where Waste Reclamation centers process the city's output back into usable resources with as little loss as health allows. This industrial cycle culminates in the Primary Food Production facilities, where nutrient-rich raw materials are synthesized and harvested at scale. Once produced, these raw ingredients are shipped upward to the Galleria shops, where they are seasoned, cooked, and purchased by the population. Because the survival of the human race depends on the seamless operation of these 15 levels, the Mechanical Levels are among the most strictly regulated and heavily maintained areas in the subterranean world.

The Temple

The Temple represents the spiritual and communal foundation of Zion, located at the city's deepest accessible point within Sub-level 16. Far from being a traditional religious space, the Temple serves as a massive, cavernous amphitheater where the citizens of Zion gather to reaffirm their humanity and shared purpose. Its natural rock walls and immense scale provide a raw, primal contrast to the sterile, metallic environments of the levels above. It is here that the Speaker of the Council delivers addresses to the populace, and where the Ministry of Culture hosts the legendary Cave Raves — intense, rhythmic celebrations of dance and music that act as a vital psychological release for a society living under constant siege.

Beyond its role as a celebration hall, the Temple is the site of Zion’s most significant social transitions. It is the official venue for the swearing-in of the Supreme Council, major wedding ceremonies, and any other event large enough to require the space. Because it is the only space large enough to hold the entire population of Zion at once, the Temple functions as the ultimate symbol of the equality of Zion’s people. When the drums beat within its walls, the distinctions between a Ship Captain and a Waste Reclamation Tech vanish, uniting the people in the singular, defiant act of existing in the face of the Machines.
