The Krowtonan Guard remains a mystery to Federation diplomacy. What is known is that they are vehemently territorial and will respond to the violation of their sovereign territory with an overwhelming military response. They do not seem to communicate often with outsiders, suggesting that the Krowtonan Guard are xenophobic- or at least isolationist. Given that the bulk of their neighbors are aggressive military expansionists (or population harvesting ghouls), it could be interpreted that the Krowtonan simply see no benefit to opening themselves up to outsiders.
