Cygnia Minor is an unusual world. It was one of the last Earth Colonies chartered and settled before the founding of the United Federation of Planets and its population has only increased with a steady low rise since its founding. Much of the terrain is rocky or sandy deserts with scrubby steppes surrounding small inland seas. Some portions of its interior lack water enough that they are uninhabitable without support. Also, some of its higher terrains requires a pressure sleeve and oxygen supply. These features have kept the population quite low, but Cygnia Minor does struggle with crop failure and famine cycles on occasion.

Cygnia's initial charter was based on a cultural preservation application. An unusual mix of Bedouin, Berber, Pashtun, and Uighur tribesmen petitioned the United Earth Space Probe Agency for the right to establish a colony. Once it was granted, the new colonists settled on a cool, arid desert world. With it, they brought something less and less common: religion. The initial waves of settlers were Sufi and Shi'ah Muslims. A later, second wave of groups of Sikhs and Tibetan Buddhists also arrived with similar motives. A third, final wave of Human colonists included Mongolian resurrectionists to the old Mongolian animistic faith.
