The Mo'Kai are a Great Family within the Klingon system, holding both Imperial lands on Qo'noS and a Throneworld where their power is based. The House itself is ancient but its origins are obscure. In the 23rd Century, the Mo'Kai had an established reputation for being a house of "liars, deceivers, and watchers." They preferred espionage, sabotage and assassination over overt confrontation. Though habitually found as a member of the High Council throughout the 22nd to 25th Centuries, this reputation precedes them and continues into the modern day. A large portion of Klingon Intelligence leans on Mo'Kai resources and personnel to function. Despite their negative view, countless Chancellors have leaned on Mo'Kai support as a House able to do the things that the more honor-stricken Houses would not. The Mo'Kai are, effectively, the underhand of the Chancellor.
