The Outer System Worlds is the established confederation of Earth Colonies in the Sol System which are neither part of the Mars Colonial Government, or United Earth. They are joint signatories of the Federation Charter with Mars and United Earth under the Sol System, joining the Unity of Alpha Centauri and other Earth Colonies as a single Human founding member. The Outer System Worlds includes: Ganymede, Callisto and Europa; Titan, Dione, Enceladus; Titania, Miranda; Triton as well as several asteroid colonies on Ceres, Vesta, Eros and Nysa. The seat of government is on Titan, located in the city of New Aarhus.
By far, Ganymede, Titan and Europa are the most populous members of the Commonality, though each has less than 500,000 permanent residents. Most of the rest of the colonies have populations of less than 50,000. As a result, some of the small colonies occasionally feel strongarmed into policies by the larger populations on the "Outer Core Worlds."
